County Leaders Award Senior Investigator Philip Suchowski 2016 Award for Excellence

Senior Investigator Phil Suchowski’s career in law enforcement spans two states and more than three decades. He began in 1978 as a police officer in Lake forest, Illinois. Later he worked as a police officer in Lincolnshire, Illinois. He moved to California, and in 1981 became a police officer with Amtrak in Los Angeles, promoting to the rank of Sergeant.

In 1986 he worked as a police officer with the Southern California Rapid Transit District, and in 1988 he joined the Fontana Police Department and worked as a police officer and detective for nineteen years. In 2007 Phil was hired as a senior investigator with the San Bernardino County District Attorney’s Bureau of investigation.

As a DA Investigator, Phil made it his goal to study terrorists and terrorism activity. He became an expert on the subject. He trained with the Joint Regional Intelligence Center (JRIC) and was certified as a Terrorism Liaison Officer (TLO). He worked closely with San Bernardino County Deputy District Attorney Kevin Smith, a well-known terrorism expert, to create the District Attorney’s TLO Program.

As the lead investigator, Phil helped train and certify other investigators, adding five more TLOs to the program. In 2012, Phil was honored by the International Footprint Association as Investigator of the Year.

In 2015, Phil was assigned to the District Attorney’s Morongo Basin Office in Joshua Tree. As the lone investigator in the office, Phil makes it a point to introduce himself to, and develop a relationship with law enforcement, military personnel and community groups in the region. He works closely with San Bernardino County Sheriff’s deputies, San Bernardino County Probation officers and California Highway Patrol officers in the area.

He established a working relationship with military personnel and agents aboard the 29-Palms Marine Corp Base; Judge Advocate General (JAG); Provost Marshall’s Office (PMO), and Naval Criminal Intelligence Service (NCIS). He developed a professional and personal relationship with leaders and members of local community groups; International Footprint Association and the Pelican Club. He meets and networks with those groups regularly and presents information about terrorists and terrorism, how to respond in an active shooter situation, and area crime problems.

In 2016, The District Attorney’s Office hosted the JRIC basic TLO Training and Certification course. Phil organized, coordinated and facilitated that training. Over sixty members of law enforcement, fire departments and the US military participated in the training, and gained TLO certification. Phil networks and trains regularly with JRIC, the FBI Joint Terrorism Task Force, the San Bernardino-Riverside Counties Terrorism Early Warning Group, the San Bernardino County Sheriff’s Criminal Intelligence Division and other federal, state and county law enforcement agencies. As a subject matter expert, Phil presents training to DA staff on terrorists and terrorism, and how to respond in an active shooter situation.

Through his work and practices, Phil Suchowski has brought to life the San Bernardino Countywide Vision to “establish a forum to facilitate information sharing and discussion across all segments of public safety”; to “foster an environment that encourages shared resources and strategic planning for public safety programs and services as a high priority”; so that “those who reside and invest can prosper and achieve well-being.”
